IN Zagreb Central business district CBD exist two parallel worlds in one matrix, perimeter embellish street facades impressive only for the street sighting and
the other, lackluster courtyards hidden inside the urban blocks occasionally treated like parking grounds, dumps, slums but with far greater potentials 
  

stepping stones for CBD revitalization:
critical leverage lies in improvement of public transport and public garages in order to ban 12000 parking lost from the pavements 

Chief dangers:.quest for identity lies depend on how many new skyscrapers  are acceptable.
 in ZG downtown.


2. Parking in the middle of the block  is suitable solution only for local  residents, Present shabby garages cannot be converted to other uses. That is pretext for status quo polity. 
It is one very effective method how to  obstruct retrofitting inside of urban blocks.

Basically there are only two strategies how to deal with CBD.
Bold but scaled redevelopment projects that unite and open the block to new uses through variety of new public or semi public spaces, and 
Closed projects for VIP user only, 
identified by automatic fences on the entrance. 



Are we rebuilding CBD only for  those on top of the chain i.e.  status quo
proponents or for all from bottom up.




ZG downtown needs relevant key studies on  how we use might or wish to use CBD  as if it is a mere supermarket 
Up to new strategies indulge in occasional cultural triggers  that indicates that 7/24  CBD is  real possibility.
